Preheat the oven to 375 °F. Grease or line baking sheets with parchment paper
Mix the flour, baking soda, baking powder, and salt together.
In the bowl of an electric mixer, add the shortening, sugar, sour cream, vanilla extract, and lemon extract. Mix until light and fluffy, approximately 3 minutes.
With the mixer on low, spoon the dry ingredients into the wet ingredients. Blend until completely combined.
Using a 1½ tablespoon-sized scoop, scoop out the batter and roll it into balls. Place the balls on a prepared baking sheet until you have 12 on a sheet. Dust them lightly with white sugar. Using a 1/4 cup measuring cup, slightly flatten each ball. Sprinkle with additional white or decorative sugar.
Bake for 10 minutes. Remove immediately to a cooling rack to cool completely.
Notes
I put a little sugar on the cookie ball before flattening it so my measuring cup doesn't stick to the batter. You could also use a fork or other flattened object.
