In the bowl of an electric mixer, add the shortening, sugar, sour cream, vanilla extract, and lemon extract. Mix until light and fluffy, approximately 3 minutes.
With the mixer on low, spoon the dry ingredients into the wet ingredients. Blend until completely combined. Using a 1½ tablespoon-sized scoop, scoop out the batter and roll it into balls.
Place the balls on a prepared baking sheet until you have 12 on a sheet. Dust them lightly with white sugar. Using a 1/4 cup measuring cup, slightly flatten each ball.
